Firstly, I would like to convince you to make two lightguns work, as Shoot Out at old tucson is an amazing rare arcade game that works nice in phoenix, and may be very enjoyable playing it dualmode.
Lately, dual lightgun support was added to American laser games in amiga emulator Winuae. at the end of page

On the other hand, I finally rebuild my arcade cabinet because I moved, and I have a little problem with your great emulator:
I use an arcade 15khz monitor, with crt emudriver, which displays at 640x480, and when I set Phoenix at 640x480 the screen shows only horizontal lines, as if I set a not supported resolution.
I had this problem with some other emulator ( supermodel, dolphin) but I "solved" it setting ddraw in dolphin's case and with a false fullscreen ahk script with supermodel.
The problem seems to be OpenGL:
